Law No. 448 (La Finanziaria 2002) of December 28, 2001 provides that public sector fleet managers will have to reserve 20% to retreads in their orders of spare tyres for their fleets.
2003
The decree issued by the Ministry for the Environment on January 9, 2003 (streamlining used tyres from disposal procedures) excluded retreadable tyres from the hazardous waste list. Since retreadable tyres are not considered waste, they are no longer subject to the bureaucratic burdens of the related regulation.
2004
The Constitutional Court issued a remarkable decision for environmental protection through which it stressed the importance of reserving 20% of spare tyre orders for fleets to retreads (Finanziaria 2002).
